Config format (config/joinmod.conf):

default = say Welcome %player%!
-GROUP admin
  say Welcome admin %player%!
  Notch

default = fallback for unlisted players
-GROUP with the command on the next line, then player names (one per line)
%player% is replaced with the joining player's name
