I didn't realise mojang already had a feature for changing the coordinate scale with a datapack.
For people who wants to have this feature, make your own datapack and change the coordinate scale with a datapack.

How to use?

You can change the nether world scale using this mod.

How to change the nether world scale?
First, install this mod.
Then, find the config file,
it should be in the .minecraft/config folder or the config/ folder in your server directory.
After that, modify the distance property in the json config file.
Lastly, reboot your minecraft server or your client.
