I'm not planning to backport mod to <1.21.1, since networking got changed and I don't want to get into it.
But source code is open, so you can do it by yourself.
It's not recommended to use v1.x, since it's buggy and terrible.

How to Install Disable Elytra Outside The End on Your Server
Order Server
Order a Minecraft Java server with at least 3 GB RAM (4 GB recommended).
Set fabric Loader
In the panel under "Egg", select the fabric loader and matching Minecraft version (26.2-snapshot-7).
Install Mod
Open the mod browser in the dashboard and search for "Disable Elytra Outside The End". Click "Install" – done! Alternatively, upload the .jar via SFTP to the /mods folder.
