With the Goat Horn Range mod you can modify the range of the goat horn sound with a gamerule.
To enable this it fixes the issue of the sound being limited by the server view distance.
Requirements
This mod requires the Fabric Loader and the Fabric API.

How to Install Goat Horn Range on Your Server
Order Server
Order a Minecraft Java server with at least 3 GB RAM (4 GB recommended).
Set fabric Loader
In the panel under "Egg", select the fabric loader and matching Minecraft version (1.20.6).
Install Mod
Open the mod browser in the dashboard and search for "Goat Horn Range". Click "Install" – done! Alternatively, upload the .jar via SFTP to the /mods folder.
