Standalone Hand framing tool

Hand framing tool standalone, separated from Nomi Labs

When right clicked to a framed drawer, the hand framing tool can decorate the framing drawer.

This mod also add hand framing recipe for framed drawer,optionally and framed controller, slave, compact drawer from Framed Compacting Drawer

Right now, it work similar to Nomifactory CEU/ NomiLabs implementation of hand framing tool

In the future, i could add a config option for hand framing tool work similar to Original Nomifactory contenttweaker version
(right click to a normal drawer with loaded sticks, hand framing tool can turn it into a framed drawer for decoration, block need to load block by block)
