This mod fixes this bug: MC-121706 via the fix suggested in that page.
Bug demonstration
This bug causes Skeletons to not look at the player when aiming, specially notable when the player is in a Y coordinate higher than the Skeleton, making them unfair to fight and unpredictable, because you don't know if the skeleton is really tracking you or not.

How to Install Skeleton Aiming Fix on Your Server
Order Server
Order a Minecraft Java server with at least 3 GB RAM (4 GB recommended).
Set fabric Loader
In the panel under "Egg", select the fabric loader and matching Minecraft version (1.21.10).
Install Mod
Open the mod browser in the dashboard and search for "Skeleton Aiming Fix". Click "Install" – done! Alternatively, upload the .jar via SFTP to the /mods folder.
