You've been Mugged!
A simple mod that allows players to loot each other with keepInventory enabled.
About this Mod
You've Been Mugged makes it so that when a player kills another player, the contents of the player's inventory are dropped, even with keepInventory enabled.
This mod only really does anything with the keepInventory gamerule enabled. It's pointless outside of that.
This is a very lightweight mod intended to be server-side only. However, it can also be used on the client in singleplayer.
This mod will come to both Forge and older versions of Minecraft (like 1.19 and 1.18).

How to Install You've been Mugged! on Your Server
Order Server
Order a Minecraft Java server with at least 3 GB RAM (4 GB recommended).
Set fabric Loader
In the panel under "Egg", select the fabric loader and matching Minecraft version (1.20.1).
Install Mod
Open the mod browser in the dashboard and search for "You've been Mugged!". Click "Install" – done! Alternatively, upload the .jar via SFTP to the /mods folder.

Recommended RAM: 4 GB (per 8 players). Use /spark profiler to check if You've been Mugged! consumes the most tick time.
